Pre-Construction:
The Toms Creek Tributaries project site is located in Surry County, NC within the Upper Yadkin River Basin (HUC 03040101). The project provides stream and wetland mitigation credits to compensate for unavoidable impacts to waters of the United States authorized under Sections 401 and 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act. WLS developed this private commercial Umbrella Bank to allow the addition of project sites in the Yadkin River Basin. The Umbrella Bank has currently has three sites, the Grassy Creek Tributaries mitigation project, the Rolling Meadows mitigation project, and the Toms Creek Tributaries mitigation project.

Project Goals
- Reducing sediment, soil erosion, turbidity, and nutrient inputs such as fecal coliform bacteria, nitrogen, and phosphorus to Toms Creek and the Upper Yadkin River Watershed.
- Restoring, enhancing, preserving and protecting headwater streams, wetlands, riparian buffers and aquatic habitat functions.
- Improving riparian corridor management and targeting restoration of impacted streams and riparian buffer areas. Promoting agronomic farm management techniques and implementing agricultural BMPs and water quality features such as livestock exclusion fencing, alternative watering systems, nutrient
- management, and wetlands restoration.
