Churchill Valley Mitigation Bank is a mitigation bank located in the Churchill Borough and Penn Township, Allegheny County, PA within the Lower Monongahela River Watershed (HUC 05020005, Pennsylvania State Water Plan Watershed 19). The project provides stream and wetland mitigation credits to compensate for unavoidable impacts to waters of the United States authorized under Sections 401 and 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act. Â
Churchill Valley Mitigation Bank will enhance aquatic resources within the Lower Monongahela watershed will be based on current resource conditions, sources of degradation, and functional capacity of the bank’s watershed.Â

Project Goals
Churchill Valley Mitigation Bank Goals and objectives will improve and protect diverse aquatic resources by applying process, form, ecological, and hydraulic based approaches to improving aquatic functions to on-site stream and wetlands. Below are specific watershed goals:Â
- Restore stream-floodplain processes by re-establishing connectivity between the stream and historic floodplain, remove legacy sediments, and create hyporheic zones where the stream has incised to bedrock.

- Restore wetland by expanding/establishing stream-wetland complexes, rehabilitating and enhancing existing headwater wetlands, and increasing attenuation and filtration of stormwater runoff.Â
- Improve biological diversity by floodplain restoration techniques, planting native species to increase vegetation and habitat diversity, while controlling and managing invasive species.Â
