Sarah Lang

Field Ecologist

I joined the WLS team in September of 2024 as a Field Ecologist based out of the Raleigh office. In May of the same year, I graduated from Juniata College in Huntingdon, Pennsylvania, with a BS in Wildlife Conservation. As my first big-time job fresh out of college, I am very excited to play a role in the amazing work that WLS does. During my time in undergrad, I had many wonderful opportunities to experience environmental work both in the field and the lab. During the summer of 2023 I landed a forestry internship with the Alliance for the Chesapeake Bay in Lancaster, Pennsylvania, that really opened my eyes to the world of environmental restoration. My passion for protecting local lands and native wildlife grew continuously throughout my time in college, and I know that that passion will only continue to grow during my time with WLS.

I grew up in Lancaster, Pennsylvania, where I attended a very small private school from kindergarten through 12^th grade. Graduating high school during the peak of COVID wasn’t so bad with only thirteen people in the entire grade! As a child, I was very much the opposite of an outdoorsy person but always had a great love for animals. I had the classic childhood dream of being a veterinarian until I discovered the environmental sciences when I was applying to colleges. I moved to the Raleigh area in August of 2024 with my boyfriend, our cat, and my two reptiles. I am so thankful for where this life has taken me, and I am excited to explore my new home of North Carolina.

In my free time I love to go hiking, camping, kayaking, and road tripping. I have gone on many adventures out west to Colorado, Montana, Idaho, Utah, Arizona, and all the spaces in between. Nothing fills me with more joy than seeing the towering mountains of the Rockies and being left speechless by how beautiful nature can be. When I’m not out exploring new places, I enjoy relaxing at home and playing guitar or watercolor painting.

Alex Colosimo

Field Ecologist

I joined the WLS team in April of 2024 as a Field Ecologist. I bring with me just under 4 years of environmental consulting experience where most of my work was centered around wetland and stream delineations, vegetation monitoring, and rare plant surveys. During those years, I grew an affinity for plants and became especially fond of the rare, threatened, and endangered species (I normally make trips in my free time to see cool plants!).

I grew up in northwestern Pennsylvania bordering the Allegheny National Forest and numerous state parks/game lands. Growing up that close to a variety of natural areas kickstarted my interest in nature and the outdoors. In the spring of 2020, I graduated from the University of Pittsburgh at Johnstown earning bachelor’s degrees in environmental studies and Geography.

Outside of work, I very much enjoy anything that keeps me active and outside, especially if it involves skiing or backpacking!

Maggie O’Neil

Field Ecologist

I joined Water and Land Solutions as a Field Ecologist, and I’m glad to say that my family finally understands what I do for a living. After graduating from Stephen F. Austin State University with a degree in Spatial Science I worked as a GIS professional for two years in the utility sector. I then took a massive pivot into conservation work via the Texas Conservation Corps. We worked on many different types of habitat restoration projects, and as a native Texan, that work meant the world to me. It was the struggle-filled days covered in dirt and sweat that shaped me into the conservation professional I am today. I am forever grateful for the experience. From there I held technician positions in fisheries, range science, trail, recreation, fire, and seasonally worked as a stewardship coordinator monitoring conservation easements. I’ve been working in South Carolina since 2022 and I am so excited to continue improving the landscape and watersheds of this beautiful region!

My hobbies include advocating for public land access and community outreach. I am on the board for the Backcountry Hunters and Anglers’ South Carolina Chapter, and I am involved in HerUpland and the Angling Women of the Lowcountry organizations. If I’m not working or volunteering, you can find me in the woods with my pointer, Spot.

Riane Welbourne

Credit Sales Coordinator

I manage all aspects of credits sales, including credit ledger recordation, credit sales and regulatory documentation and reporting. I assist in proposal coordination, marketing needs and social media management. Being able to be part of restoring the environment for future generations to enjoy is one of things I love most about my position.

I have always had a love for nature and the outdoors. The mountains and lakes that create a beautiful landscape have always been my favorite to see and visit. A setting sun across a lake in the summer is a hard sight to beat.

I grew up in southern Florida and while the beaches are beautiful, North Carolina is where I call home. I graduated from the University of North Carolina at Charlotte in 2015 with a bachelor’s in criminal justice. I enjoy spending time outdoors, cooking, and cheering on my favorite team, the UGA Bulldogs.

Catherine Roland, PMP

Senior Project Manager

I first started working at WLS in 2015 as a Project Scientist focusing on stream and wetland restoration. In 2020, I moved into a project manager role where I was involved in managing all aspects of our mitigation banks as well as Full-Delivery projects with the NC Division of Mitigation Services. In 2024, I moved into my current role as Senior Project Manager. I received my Bachelor’s degree in Environmental Science with a concentration in Hydrology, and a double minor in Geology and Geography from the University of Delaware. In 2019, I completed my Masters of Natural Resources, Assessment and Analysis at North Carolina State University. I received my Project Manager Professional certification (PMP) in 2024.

As a Senior Project Manager at WLS I am responsible for developing mitigation banks in North Carolina and Virginia. I am responsible for all project tasks, regulatory coordination, and project schedule and budgets.

My passion for the outdoors and protecting water quality began as a child from summers spent on the Cowpasture River with my family. I am a current board member of the Cowpasture River Preservation Association. I am dedicated to improving the health our watersheds as well as educating the public in the value of natural resources. I feel it is important that we leave the environment better than we found it for future generations to enjoy. When not at work I enjoy kayaking, hiking, exploring downtown Raleigh and being in the Blue Ridge Mountains.

Jacob Wiseman, PE, CFM

Restoration Design Engineer

My interest in aquatic habitat quality stems from a childhood enjoying swimming, paddling, and angling throughout North Carolina and Tennessee. During that time, both states were just beginning to address complex non-point water quality issues related to rapid development or agriculture. Those efforts and discussions kindled in me an early curiosity in the science and policy surrounding water quality, land use, and habitat conservation.

That curiosity led me to North Carolina State University where I earned a Master of Science and Bachelor’s degrees in Biological Engineering. Detailed areas of study ranged from stream buffers as a solution for non-point agricultural pollution, construction and post-construction stormwater control measures, and ecosystem restoration.

In a continuation of this passion for water and ecosystems, I joined Water and Land Solutions in 2023 with over a decade of previous experience in the water resources field. My role as a Restoration Design Engineer means I have significant input on the layout and grading of our stream and wetland mitigation projects and I love working on projects that contribute to improving water quality and ecological function throughout the Southeast and Mid-Atlantic. My primary design interests are natural channel design, sediment transport, and riverine modeling.

I currently reside in Asheville, North Carolina with my wife and daughter. In our free time we enjoy playing in our local streams and lakes: swimming, paddling, and angling.

Sarah Armstrong

Field Ecologist

Originally from Westerville, OH I am joining WLS in October 2023 as a Field Ecologist. I am a graduate of Ohio Northern University with a degree in Environmental and Field Biology, and minor in Environmental Studies. I have many unique experiences in the field, lab, and technical realm of the environmental field. During my time in undergrad, I participated in a field semester where I gained hands on experience from a variety of outdoor, biological related courses. These courses included wetland delineation, botany, entomology, marine biology, herpetology, animal behavior, and ichthyology.

In addition to my experiences in the field, I was fortunate enough to spend three years involved in an independent research project investigating the genetic diversity of a state endangered minnow. My experiences in the lab and field opened my eyes to see how important it is to keep our freshwater ecosystems clean and healthy.

Building on my love for the fisheries realm, I was able to secure an internship with the South Carolina Department of Natural Resources at the Walhalla State Fish Hatchery, where I learned to care for three different species of trout. I fell in love with living in the mountains and cherished this experience greatly. Aside from my experiences outdoors, I have experience in AutoCAD preparing Storm Water Pollution Prevention Plan (SWPPP) maps as well as associative technical documentation.

From a young age, I have always had a passion for the outdoors. I was always told that you must do something you truly love, and I can say without hesitation that I love being the voice for the wildlife that surrounds us. It is very rewarding to have the opportunity to leave a positive impact on the world, even if it is just one stream or wetland at a time.

In my spare time I enjoy many different outdoor activities including fishing, hunting, horseback riding, archery, and going to festivals/concerts. When I can’t be outside, I enjoy drawing, painting, playing guitar, and hanging out with my dog and lizard.

Brian Carlson

Senior Ecologist

I have experience wearing a variety of hats as an environmental scientist on projects throughout the Midwest, Appalachian, Southeast, and Mid-Atlantic regions. These included E&S control monitoring for federally listed species, stream and wetland delineations and habitat assessments, fish and benthic macroinvertebrate community assessments, freshwater mussel surveys and relocations (including threatened and endangered species), long-term freshwater mussel community and habitat monitoring, threatened and endangered crayfish surveys, and all associated GIS mapping and reporting. With WLS I will be utilizing these skillsets to assist in the successful completion of projects and demonstrate to the rest of the team, with qualitative and semi-quantitative data, that their hard work paid off.

I grew up in Troy, Ohio and obtained a B.S. degree in Environmental Policy and Natural Resource Management from The Ohio State University. I immediately joined the Americorps VISTA program to work with a watershed based non-profit organization in West Virginia. I met a lot of amazing, supportive people in the watershed science and ecology field and after two years I attended West Virginia University and obtained a M.S. degree in Wildlife and Fisheries Resources. My thesis work focused on the temporal and spatial stability of benthic macroinvertebrate communities under various water quality scenarios within Muddy Creek of the Cheat River watershed. Between graduate research work and working as an environmental consultant, I have been lucky to visit and work in some of the most beautiful and remote areas of central Appalachia and the surrounding regions. Meeting great people along the way is something I really enjoy as well.

When not working I love learning alongside and exploring the world with my daughter, going to see live music, trying new food, visiting new brewpubs, watching and going to West Virginia University basketball and football games (Go Mountaineers!), and traveling with my family.

Daniel Brady

Field Ecologist

I grew up in rural north central West Virginia where my passion for ecosystems was first established. Growing up I enjoyed spending time outdoors in the surrounding mountains. As I grew older, I began to appreciate aquatic ecosystems, which West Virginia is blessed with many to choose from, especially the cold headwater streams of those mountains. This is where my passion for fly fishing began in those same streams looking for West Virginia’s state fish, the brook trout. I decided to fully immerse myself in studying and trying to protect these streams in pursuing my higher education at Marshall University where I obtained a B.S. in Environmental Science with a Biology minor. I furthered my education at Marshall University years later to obtain an M.S. in Environmental Science with an emphasis on Aquatic Toxicology, which sparked my passion for the benthic macroinvertebrates that inhabit those streams.

I have experience in many disciplines as an environmental professional. While attending Marshall to obtain an M.S., I conducted research in the field and laboratory on native Ephemeroptera taxa and algae and was a teaching assistant that taught the laboratory component of an introductory Environmental Science course. For the past five years, I have been employed as an environmental consultant with my primary duties being data collection/analysis, ecological surveys, environmental site assessments, mitigation monitoring/reporting, permitting, sampling various types of media, and technical report writing. I’m very excited to become part of the WLS team as a Field Ecologist to participate in ecosystem restoration projects with the goal of creating a better environment for myself and generations to come!

When I’m not working, I enjoy spending time with my wife and kids, fly fishing, bird hunting, listening to a wide array of music, hosting cookouts, camping/outdoor activities, traveling to new places, and watching concerts/sporting events.

Joshua Currey

Land Consultant

I am excited to bring my 18 years of Land experience to the WLS team in Pittsburgh, PA. I possess a diverse set of Land and Land Management experience with a career that spans across many different industries that has included: Upstream & Midstream in Oil & Gas, Transmission Right-of-Way, and Environmental Mitigation Banking. I have managed the land acquisition of some of the largest established stream & wetland mitigation banks in West Virginia and Pennsylvania. As Land Manager in a prior role, I directed the efforts of a team of Land Representatives in a 4-state territory.

I grew up in a small and sleepy town in the state of West Virginia with only two stop lights. As a young child you could find me playing in the woods and creek behind my house. As a West Virginia native, I quickly learned to appreciate the natural beauty of the mountain state. I would have to say this instilled in me the importance of protecting and conserving the environment.

I earned my B.A. Degree in Business Administration with a minor in Economics from Marshall University in 2005. When I’m not working, you will find me spending time with my two kids, fiancé, and my family. I love to travel, ski, and to make new memories with my loved ones.

Chris Santelle

Paralegal

I joined WLS in 2023 with 7 years of experience developing conservation, mitigation, and ecological restoration projects. I began my career working directly with landowners to implement soil and water conservation projects and in 2018 I joined the mitigation industry to focus on developing stream, wetland, buffer, and nutrient projects primarily in North Carolina but across the southeast as well. During this time, I gained experience in land acquisition and management, contract and easement drafting, and title work while working in hybrid land-legal role. I bring this experience to WLS to work in a more focused legal role helping to manage contract drafting and resolve legal issues affecting our projects.

I was raised in the Carolinas and quickly found a passion for the outdoors which led me to obtain a degree in Environmental Science from UNCW so that I could help protect and restore the resources I’ve been fortunate enough to enjoy. WLS is fast becoming a leader in this industry and I’m excited to continue the work of protecting our natural resources while allowing for responsible development with this great team.

When I’m not at work you’ll find me hiking in the mountains of Western NC, biking on Raleigh’s amazing greenway system, or out for a sail on the coast of NC.

Ethan Coggsdale

Field Ecologist

I joined the WLS team in June of 2023 bringing 4 years of experience ranging from state parks, a national wildlife refuge and working in the mitigation industry. I value seeing the transformation that the streams, forests and wetlands that we work in go through. Watching the native wildlife and plants of NC thrive in the easements we have created is truly satisfying.

I am a Virginia native born in the Tidewater region and later raised in the foothills of the Blue Ridge Mountains and along the Roanoke River and all of those sparked my love for nature and the outdoors. I received my Bachelor’s degree in Environmental Biology from Wingate University in 2021.

When I’m not working I enjoy hanging out with friends, going on hikes with my wife and dog Conway, attending sporting events and being around family.

Alyssa Davis

Field Ecologist

Joining WLS as a Field Ecologist in June of 2023, I bring over five years of environmental experience to the table. I bring a unique skill set from my background in local soil and water conservation which includes grant/technical writing, project management, permitting, fundraising, stream restoration, biological monitoring, technical assistance, non-profit involvement, and partnership coordination.

I was born and raised in Pittsburgh, PA where I received a Bachelors in Geology from the University of Pittsburgh. Growing up, I was (oddly enough) unsure of the outdoors and scared of spiders, snakes, and hiking off the beaten path. In college that all changed, and I haven’t looked back since. I have a true passion for conservation, and one of the most rewarding aspects to this field is seeing those before and after photos of a project. A picture sometimes really is worth a thousand words.

I love the team aspect of environmental work and that no two days are the same. The flexibility and hands-on learning required to excel in the field is something that keeps me on my toes. Fostering and nurturing the ecological relationships of a site to help it thrive into a healthier, more natural environment is a source of my passion for this field. Leaving something better than it was found is always a rewarding experience.

When I’m not working, you can find me doing a wide variety of hobbies, including hiking, yoga, cross-stitch, puzzles, visiting local farmers markets and breweries, and learning any dog’s name I meet. I also spend a lot of time spoiling my husband and I’s four guinea pigs.

Scott West

Land Manager

I bring a unique real estate background and personal experience to connect conservation-minded landowners with WLS in order to achieve their goals in protecting their land and ecologically vulnerable habitats. Growing up in the Low Country of South Carolina, I spent much of my time outdoors at the family farm where I was first introduced to conservation when my family placed a protective easement over our land. After graduating from Clemson University with a degree in Political Science and History, I spent several years working as a deckhand-engineer and educational programmer on historic sailing vessels and classic yachts until beginning a real estate career in 2015. As a licensed broker in multiple states, I have helped facilitate transactions between landowners and buyers for cattle farms, agriculture and timber tracts, recreational property, and solar energy leasing. Beginning in 2018, I started my own real estate company focusing directly on bridging landowners’ interests in conservation with stream and wetland mitigation clients.

In addition to being an avid guitar player in my spare time, I love mountain biking, hiking, foraging, fly fishing, and sailing. By way of my hobbies, personal and professional background I have gained a profound appreciation for the incredible benefits offered by protecting both water and land.

Christopher Tomsic, PE, CFM

Senior Project Engineer

I’ve spent my entire life living and breathing the outdoors. I am happiest when I find myself in the woods or flipping rocks in a stream looking for life. I bring all this passion and love for the natural world to my work at WLS.

As an ecologically-minded engineer, I have over 17 years of experience focusing on environmental restoration and natural system processes. My areas of expertise include stream and wetland restoration, mitigation/nutrient banking, geomorphic/stream assessments, innovative best management practices (BMP), hydrologic/hydraulic modeling, business development, construction management, field surveying, Civil 3D, and ArcGIS. This experience has been instrumental in developing a multitude of projects at Water and Land Solutions including the Scarborough Wetland and Stream Mitigation Bank, Banner Branch Stream and Wetland Restoration Project, and the Horne Creek Stream Restoration Project. As part of my mission in life and at WLS, I try to share my experience and knowledge with other people to empower them so that they may help protect and transform our environment in the future.

I grew up in central Ohio but call the mountains of western North Carolina my home. I received my Bachelors and Masters of Science in Civil Engineering from Ohio State University.

In my spare time I helped co-found Connect Reems Creek, a Weaverville based non-profit organization committed to connecting the Reems Creek Valley to the French Broad river with a greenway. My wife and I have also started a certified organic farm (Wishstix Farm, LLC) on our 25 acres in Weaverville. I love spending time with my wife and two boys fishing, snowboarding, mountain biking, goofing off, and running around the woods.

Robert Stewart, PHD, PE

Senior Project Manager

I am a water resources engineer with a diverse experience of research and application to restoration ecology. My expertise is in the fields of open channel hydraulics and sediment transport, and my skills include geomorphic assessments, 2D hydraulic modeling, 3D restoration design, sediment transport modeling, construction over site, and property assessment. I have managed and designed dozens of miles of stream restoration projects from the Piedmont of South Carolina to the Ridge and Valley province of Pennsylvania out to California. I design, model, and help WLS implement projects across the United States.

I grew up in East Tennessee fishing, hiking, riding horses, and enjoying the diverse outdoor activities that are available in this area. I completed my undergraduate degree in Civil Engineering at Tennessee Technological University where my passion for outdoors grew and my interest in ecosystem restoration began.

I graduated with a Masters and PHD in Civil Engineering from the University of Kentucky where my research focused on watershed sensor networks, turbulence in open channels, and sediment transport. My professional restoration career began with the Bureau of Reclamation working on gravel bedded salmonid streams in the mountainous region of Northern California. On the Trinity River Restoration Project, I designed and monitored gravel augmentations, mechanical restoration, and I helped develop restoration flow releases from Lewiston Dam.

I currently live on a sustainable homestead farm near Johnson City Tennessee and am a member of the Carter County Cattlemen’s Association. In my free time I enjoy gardening, walking the dogs, shed hunting, fishing, backpacking, and visiting friends and family. If my phone goes directly to voicemail I am likely working on a remote restoration project or out enjoying the wilderness away from cell phone service. In both my personal and professional live I am living the dream and trying to make the world a better place.

Amber Snavley

Senior Project Manager

I have worked in the environmental resources field for over 12 years with extensive experience in 401/404 water quality certification permitting, GIS, comprehensive environmental functional assessments, and surveying across the Northeast region. During the last eight years of my career, I have managed multiple small and large complex mitigation sites, managing the successful restoration of greater than 100 miles of stream and 50 acres of wetland in Pennsylvania alone.

I grew up in a small, rural town along the Allegheny River and surrounded by the Allegheny National Forest. If I wasn’t on family’s farm playing in the stacked bales of hay or collecting eggs from the chicken coop, you could almost certainly find me somewhere in the creek below our home. It’s probably then that my love for the outdoors developed, but my appreciation for our natural environment grew with my first internship. It was then I learned how important it is to protect and restore our natural environment.

I earned my B.A. Degree in Environmental Geography and my M.S. Degree in Environmental Planning and GIS at the Indiana University of Pennsylvania. When I’m not working, you’ll find me indulging in my passion for fitness and nutrition. I am a certified nutritional consultant and am studying to become a personal trainer. I most love spending time with my partner, Adam, and our miniature schnauzer, Perdy on the weekends.

Rocky Rockwell

Water Resource Specialist

I have the privilege of living along the banks of the mighty Tygart River in West Virginia. I enjoy being outdoors for work and play, and some of the best times have been whitewater rafting with friends and family. My love of rivers has been the guiding force of my life and career, and I joined WLS because of the trust and respect I have for the people here.

I’ve spent the last decade developing my expertise in ecosystem restoration by being out in the field – surveying, overseeing stream construction, and monitoring projects. When I’m not working outdoors, I’m working indoors – analyzing field data and compiling results, developing stream and wetland designs, and creating the drawings and reports that bring it all together.

I like puzzles and I like solving problems, and I get the most professional satisfaction from looking back at a job well done and planning ahead to do the next one better.

Bob Perry

Senior Mitigation Strategist

I am passionate about land protection and ecological restoration. My role at WLS permits me to assist in developing and implementing strategies for mitigation that result in conservation at a landscape scale. I’ve worked in the natural resource arena for 44 years, including more than 28 years’ experience working with regulatory and resource agencies in the successful delivery of individual permits, mitigation banks and permittee-responsible mitigation in South Carolina. These have included significant economic development, port, and linear transportation projects. Collectively, I’ve been involved in the protection of over 180,000 acres through mitigation, fee-title acquisition, or voluntary conservation easements. I serve on the Board of Lowcountry Land Trust and work with every land trust operating in South Carolina.

I formerly served as director of the South Carolina Department of Natural Resources Office of Environmental Programs, providing oversight of the agency environmental review and comment on permit and license applications involving action by the U.S. Army Corps of Engineers, U.S. Nuclear Regulatory Commission, U.S. Federal Energy Regulatory Commission and S.C. Department of Health and Environmental Control. I was the DNR Board’s Parliamentarian, co-chaired the DNR Climate Change Impacts Technical Working Group and chaired the S.C. Geological Survey State-Map Committee, of which I remain a committee member.

I earned a Master of Science in Wildlife Biology from Clemson University and a Bachelor of Science in Biology from the University of South Carolina. I’ve authored and co-authored numerous peer reviewed publications and delivered dozens of oral presentations related to the importance of wetland habitats and science-based strategies for restoring, enhancing, managing, and protecting wetlands and related natural resources.

In my spare time, I’m equally passionate about hunting, fishing, other outdoor recreation and cooking!

Kim Paulsen

Assistant Controller

I work as a staff accountant for WLS, where I manage many of the company’s day-to-day finance and accounting operations. I have over 25 years’ experience in accounting, predominantly in the professional services industry, including 20 years with one of the world’s largest staffing and recruitment firms. I love doing my job because it supports an environmentally impactful company with efficient processes that save time and money.

Throughout my career, I have planned, designed, and managed a number of successful accounting systems projects. My background and expertise in job costing, financial systems, and financial analysis help support the company’s growing project accounting needs.

I love cooking Mediterranean dishes, spending time with my amazing family and pets, and taking in beautiful sites on rail-trails while walking or e-biking.

I joined WLS in June of 2019 as a Project Ecologist with 5 years of experience in the environmental field. I have a passion for ecological restoration and was drawn to WLS to be able to make a difference in the environment. I genuinely enjoy seeing and being a part of the transformation streams and wetlands go through on our projects. During post-construction monitoring, I find great joy in finding salamanders, fish, birds, and all other little critters returning into a improved environment where they can thrive.

I am a NC native, born and raised in the mountains of western North Carolina. Growing up in the shadows of Dupont State Forest and the mighty French Broad River gave me a passion for conservation and restoration of the environment. I received my Bachelor’s degree in Natural Resource Ecosystems Assessment from North Carolina State University in 2014.

When work isn’t calling, I escape the city and can likely be found exploring and checking off visiting all of North Carolina’s state parks, from the mountains to the sea.

Maxwell Linder

Environmental Scientist

I am responsible for environmental assessments and overseeing mitigation-related field work. I assist with design plan review and construction oversight, as well as environmental permitting and compliance.

I am also experienced with ARC GIS mapping and stream design work using Civil 3D and RiverMORPH.

As well as having received a Bachelor of Arts in Biology, I am certified in Rosgen Level One.

Aaron Lesko

Senior CAD Designer

A graduate of Triangle Tech in Erie, PA, I have 26 years of experience in CAD design and plan production. I’ve spent the last three years focusing on stream restoration. My love for mountain biking and camping have made me all the more passionate about what WLS does for environmental preservation. I’m proud to be able to contribute to the preservation of the environment.

One of my favorite projects at WLS is the Scarborough Mitigation Bank. It has been such an exciting opportunity to help design the priority 2 single thread channel. I was able see my design go from the computer to real life!

In my free time I love spending time with my family and pets. I am also an avid music fan and love to go to as many concerts as possible. My current passion project is tending to my backyard pond with my daughter.

Glen Kilgore

Project Manager

I manage the production of environmental assessments as well as conducting and overseeing mitigation related field work including stream design in North Carolina and Virginia. I have worked in the natural resources field since 2014 and has extensive field experience in stream and wetland restoration projects in Virginia, Georgia, North Carolina, and South Carolina.

I have overseen mitigation bank construction and worked extensively with the regulatory community performing wetland delineations and jurisdictional determinations. I am also experienced with ARC GIS mapping and stream design work in Civil 3D.

I have a Bachelor of Science in Marine Science from the University of South Carolina, and am certified in Rosgen Level One and Level Two. I currently serve on the Ducks Unlimited Volunteer Board.

I have spent my whole life enjoying the outdoors, from growing up in the low country to traveling all around the southeast on outdoor adventures. Since discovering environmental work in college, it has been my passion to work hard to create spaces and natural habitat for future generations to enjoy. If I am not working, I enjoy spending time on the water, fishing, surfing and being with my chocolate Lab, Otis.

Jason Hightower

GIS Analyst

Maps are the name of my game. My previous GIS experience consisted of data management, field data collection, spatial analysis, floodplain mapping and map production. Here at WLS, I get to utilize those skills on projects that restore and enhance our environment. Each project we have is unique – from the client to the ecosystem. I appreciate how we get to collaborate and create the best approach for each opportunity.

My passion for the environment stretches back as far as I can remember. From camping, to spending time in parks, I’ve always enjoyed being out and about. I grew up here in Raleigh and studied Geography and Geology at Appalachian State University. In my free time, you might catch me mountain biking, running, playing soccer or enjoying music.

Jordan Hessler

Restoration Designer

I joined WLS in 2022 with over 8 years of design and ecological stream and wetland restoration experience. I’ve worked on many aspects of mitigation projects including design, plan development, construction administration, planting plans, permitting, and monitoring. My main role as Restoration Designer is to implement natural design techniques to restore streams and wetlands.

I graduated from Haywood Community College with an associate degree in Horticulture technology and Western Carolina University where I received my bachelor’s degree in Ecology and Evolution. I recently completed a coding boot camp through UNC-Chapel Hill; receiving a certificate in Full Stack Web Development.

I grew up in Northern Michigan and spent my high school years in Western North Carolina. Having had the woods at my backdoor growing up I quickly acquired an appreciation for natural systems and protecting them. I’m generally the first person to jump in the creek and start flipping rocks looking for macroinvertebrates and salamanders. When I’m not at the office I’m outside playing soccer, running, hiking, snowboarding, mountain biking, and trying to tire out my Australian Sheppard.

Marla Denicola

Project Manager

I joined WLS in 2022 as a Project Manager with 9 years of experience within the ecosystem restoration community. Previously, I managed the construction and post-restoration performance monitoring of stream and wetland restoration projects in West Virginia. I am passionate about the restoration of areas that have been impacted by mining, timbering, energy infrastructure, and other anthropogenic activities in my home state of West Virginia and other areas of Appalachia.

I have always enjoyed the outdoors. I spent much of my childhood hiking and enjoying nature with my dad. I attended West Virginia University where I earned a BS in Psychology and immediately realized that I would never be happy working in a clinical setting. I knew that I needed the opportunity to get back to my roots and work in proximity to nature and went on to earn a BS and MS in Geology, concentrating on geomorphology and remote sensing. I became passionate about LiDAR processing and geomorphologic interpretation in the geology program, and have utilized that in my career for site analysis and project feasibility studies.

Outside of work, I enjoy spending my time with my husband and children. I enjoy gardening, hiking with my family and dog, live music, and have a passion for cooking. I also love to travel and take great pleasure in exploring new places. I am a WVU Mountaineer at heart, and you can always find me cheering on my alma mater.

Kayne Van Stell, CERP

VP of Ecosystem Design Services

For the past twenty years, I have been involved in many aspects of ecosystem restoration and mitigation banking such as site development, stormwater management, regulatory policy and permitting, land acquisition, conservation planning and performance monitoring. Throughout my career, I have gained valuable project implementation experience and understand how to navigate the technical complexity and financial challenges for achieving long-term success.

As practitioners at WLS, we put emphasis on improving water quality and ecological functions through an innovative and collaborative design philosophy. I have been fortunate to work with multiple disciplines, stakeholders and environmental regulators across the country. Forging meaningful relationships with these people has helped develop technical guidelines for the ecosystem restoration industry and provide a standard of care in everything we do, especially when integrating principles of fluvial geomorphology and biological diversity.

I am originally from Chicago, Illinois and hold a Bachelor of Science in Biology from Northern Michigan University. Growing up in the Great Lakes region and surrounded by water and development, my passion for the outdoors and protecting our natural resources started at an early age. I currently serve as an active board member with the North Carolina Environmental Restoration Association (NCERA) and a member of the Society for Ecological Restoration (SER). I live in Wake Forest, NC, with my wife and two daughters and enjoy spending time outdoors from the mountains to the coast.

Nate Ober, PG

VP of Mitigation Services CO, MD, PA, WV

I’ve managed and designed over 100 miles of stream and wetland restoration projects, drawing from more than 17 years of experience in fluvial geomorphology, ecosystem restoration design, construction management, and post-restoration monitoring.

Cost effective solutions for stream and wetland mitigation projects are a passion of mine. These have guided me towards the development of innovative technologies, and executing projects with higher quality and lower costs. I bring unique experience in three-dimensional design, machine control construction, LiDAR acquisition and aerial mapping, two-dimensional hydraulic modeling, and Clean Water Act permitting.

As a kayaker from Appalachia I followed my love of rivers by studying geology at West Virginia University. After receiving a bachelor’s degree in 2002, I quickly became an expert on the impacts of mining to surface and subsurface hydrology, and the restoration of active and abandoned mine lands. I moved to Tennessee in 2008 to practice ecosystem restoration with the Tennessee Stream Mitigation Program and the Department of Transportation. After five years I moved back to West Virginia as a Practice Lead of an ecosystem restoration team, implementing a 10,000-acre mitigation bank, a 17-mile large river restoration project, and many other restoration and mitigation projects.

I now reside in Colorado working nationwide to create mitigation projects for private and public development.

Daniel Ingram

General Manager – North Carolina, Tennessee, Virginia

As General Manager of NC, TN, and VA, I utilize my 20+ years of mitigation experience to steer projects from inception to close-out while supporting and mentoring staff. I most enjoy working on the bookends of the typical project lifespan: site identification and formation, monitoring, and regulatory closeout.

After graduating from NCSU College of Natural Resources I fortuitously had the opportunity to work on large-scale wetland mitigation in coastal NC. A few years later I was introduced to stream restoration through NCDOT and NCWRP. Since that time, I have developed, designed, built, monitored, and closed out a variety of mitigation banks, full delivery sites, and permittee responsible mitigation across the southeast. I learned the practice of restoration from many early leaders in the industry and I endeavor to develop the next generation of mitigation professionals.

My three kids and wife tolerate my devotion to my old boat. When not working I enjoy spending time on the water, camping/backpacking, and puttering around the house.

Chris Carter

VP of Mitigation Services – South Carolina

My focus is managing the development and implementation of mitigation projects including collaboration between regulatory agencies, mitigation professionals, landowners, and conservation organizations. I have over 15 years of experience in the natural resource field in South Carolina and the southeast.

Since beginning my career, I have been directly involved with developing and implementing numerous full-delivery wetland and stream mitigation banks and permittee-responsible mitigation plans throughout South Carolina. My experiences lie in all aspects of the mitigation process, including site evaluation, mitigation plan development, data collection and mapping, document preparation, federal and state permitting, conservation easement transactions, construction oversight, and post-construction monitoring. This experience has allowed me to work across multiple disciplines, and to collaborate and create meaningful relationships with various stakeholders and ecosystem restoration professionals.

I received a Master of Science in Earth and Environmental Resources Management at the University of South Carolina, and a Bachelor of Science in Biology from Anderson University.

I’m passionate about collaborating with and creating meaningful relationships with, stakeholders and ecosystem restoration professionals to find creative solutions to complex challenges that achieve the best possible outcomes for the restored environments.

When I am not working, I enjoy being with my family and friends and running.

I have 20 years’ experience in environmental management, including 14 years working full-time in the mitigation and ecological restoration industry. I have developed and managed many wetlands, endangered species, stream, nutrient, and buffer mitigation projects in North Carolina, South Carolina, Georgia, Tennessee, Virginia, West Virginia, and Mississippi.

My experience includes working in wetland and stream mitigation, Section 404/401 permitting, environmental regulations affecting development and mitigation, land stewardship and conservation planning, real estate and conservation easement transactions, wetland and stream delineations and assessments, Endangered Species Act consultations, and GIS mapping.

I graduated with a Master of Science degree in Natural Resources from Virginia Polytechnic Institute and State University. I also have a Bachelor of Science degree in Environmental Science from North Carolina State University.

I’m passionate about restoring and protecting our natural resources. I also enjoy growing and managing a business, so the mitigation industry is a natural fit for me. Every day I get to work on interesting and fulfilling projects while guiding and collaborating with an amazing team.

In my free time I enjoy hiking, working out, kayaking, playing guitar, and hanging out with my rescue lab mix, Bruce.

Ann Clark Coyle

Environmental Scientist

My love for the environment reaches back to my childhood, where I explored the creeks and rivers surrounding my home in Richmond, VA. My family was always spending time on the water; kayaking, camping, or hiking nature trails.

After graduating from the University of South Carolina with a B.S. in Marine Science, I decided to stay in the low country. I worked for the South Carolina Department of Natural Resources as a seasonal field technician performing sea turtle nesting surveys and then, as a wildlife biologist managing the state and recreational oyster beds. I enjoy working in the natural environment and getting my hands dirty.

I enjoy being with my family in my free time and playing out on the water. Boating, crabbing, or watching the South Carolina Gamecocks play football. My hobbies, upbringing, and professional background have given me a profound appreciation for the natural world. I am excited to bring my passion for restoration and conservation to WLS.

Cara Conder

Senior Project Manager

I am a Senior Project Manager with WLS and have been active within the mitigation and ecological restoration industry for over 9 years. At WLS I am responsible for development and delivery of project tasks, regulatory coordination, and budget and schedule compliance for several mitigation banks and full delivery projects within North Carolina. In addition, I also provide management assistance to all project managers. Prior to working at WLS, I was a Project Manager at a large national mitigation firm where I developed and managed numerous mitigation banks and turn-key projects. Prior to working in the ecological restoration field, I was a science teacher for Wake County Public Schools.

My passion is working with the WLS team and seeing the group and projects really come together. I love to see younger co-workers grow and a really good team take formation.

I earned my Master of Science in Natural Resources from North Carolina State University and both a Bachelor of Science in Marine Science and a Master of Arts in Teaching in Science Education from Coastal Carolina University. When I’m not busy with WLS, I love travelling, music, cats, and enjoying the outdoors.

Matt Butler, PMP

Senior Project Manager

I am a Senior Project Manager with WLS with 15 years’ experience managing environmentally beneficial projects. I received my Project Management Professional (PMP) certification in 2019 and have been working in the mitigation industry for the past 4 years developing and managing stream, wetland, buffer, and nutrient projects in North Carolina and South Carolina. I will be focusing on projects in South Carolina and Georgia at WLS.

I have specialized experience in stormwater, stream, and wetland restoration, riparian ecology, Clean Water Act Section 404/401 permitting, stream morphology assessment, and biological monitoring. I spent my early career as a fisheries biologist working on various projects spanning the East Coast.

I graduated with a Master of Science from East Carolina University and have a Bachelor of Science and Bachelor of Arts degree in Biology and Chemistry from East Carolina, respectively.

I have dedicated my career to promoting resiliency in our environment. I believe that ecological restoration and conservation are a way for nature to heal past damage while also allowing for responsible future progress.

When I am not hard at work managing projects for WLS, I enjoy spending time with my wife, 3 kids, and rescue mut. Occasionally, I get to hunt and fish!

James Coffin

CAD Analyst

I joined WLS with 15 years of experience in drafting and design. As a CAD analyst with WLS, I help create and manage CAD templates, refine design drawings , process and manage field-collected data for topographic surveys and base mapping, and create and manage plan sets for complex projects.

I enjoy being a part of the WLS team and working to improve the environment for the future. My love for the outdoors started as a young kid when I was in the Scouts. I have a passion for being a good steward of the outdoors and I wish to teach my son the same. Out of the office I enjoy hiking, cycling, camping, and fishing with my wife and son.

Ryan Owings, PE

General Manager – Texas

I joined Water & Land Solutions in 2022 as the General Manager of Texas. I started in this industry as an environmental engineer working on a variety of soil and water remediation projects across the Gulf Coast and abroad. I developed a variety of stream and wetland restorations and land conservation projects in Texas as part of my passion for ecological restoration.

I graduated from North Carolina State University’s Biological and Agricultural Engineering department earning a B.S. in Biological Engineering. I am a registered professional engineer in Texas.

As a commercially minded environmental engineer, I particularly enjoy the process of developing new projects that create ecological value while enabling economic growth. I am excited to be a part of the continued growth of WLS, charged with building our footprint and growing our services in the region.

As a conservationist, outdoorsman, and family man, I enjoy all things that require healthy and functioning ecosystems. I like taking my wife, son, and dog on many adventures across the country. and at various times of the year we can be found in the woods, prairies, streams, and bays of this great state.

Tory Grayson, PWS

General Manager, South Carolina and Georgia

I have been involved with the South Carolina and Georgia mitigation banking industry for over 8 years and have worked on numerous permittee-responsible mitigation, single-user, and in-lieu fee mitigation projects. I have broad experience in both conducting and managing wetland and waters delineations, stream geomorphology assessments, 404 permitting, and federal and state protected species surveys. Previously, I have worked on implementation and credit delivery associated with over 15 pending and approved mitigation banks.

My Bachelor of Science degree is in Environmental and Natural Resources from Clemson University. I am also a Professional Wetland Scientist certified by the Society of Wetland Scientists. I love finding the space where sound mitigation and business practices overlap with larger conservation goals.

In my free time, I enjoy spending time outside with my wife and three kids, watching Clemson football, and being on the water.

Josh White, PG, PE, CFM, CPESC

VP of Mitigation Services – OH, KY

For nearly two decades I have immersed myself in all parts of ecosystem restoration and compensatory mitigation. As a fluvial geomorphologist, I provide expertise in all aspects of WLS projects, including site search, feasibility, survey, planning, design, permitting, land acquisition and construction management. I have been fortunate enough to manage numerous large-scale restoration projects for a variety of clients throughout the United States and able to protect, design and restore over 90 miles of streams and 600 acres of wetlands. I still remain active in post-restoration monitoring and applied research efforts in order to seek improvements and refinements that lead to better overall function and value in WLS projects.

I grew up on a farm in Kentucky. My family traveled with their horses throughout Kentucky and its surrounding states. This is where I first fell in love with streams, landscapes and geology. I pursued my geologic passion with a B.S. in Geology from Northern Kentucky University and an M.S. in Fluvial Geomorphology from West Virginia University. Outside the office, I enjoy spending time outdoors with my wife and kids, seeing live music, coaching soccer, riding horses, hiking/backpacking, running and finding new interesting rocks!

Conner Smith, PE

Project Engineer

I joined WLS in 2023 with over 10 years of experience working in the field of ecological and environmental restoration. I have a strong passion and interest in restoring streams and wetlands and the ecosystems in which they exists. As an avid fisherman and birder, I love that the work that I do helps to protect and restore these resources that support the activities that I most enjoy.

At WLS, I can pursue this passion as a Project Engineer performing full-service design of stream and wetland restoration projects. This includes performing field assessments, restoration design and modeling, through to construction oversight and project implementation. I am team focused on my approach and enjoy collaborating with the talented individuals at WLS who bring many years of professional knowledge and a diverse experience to our projects.

I received my Bachelors in Ecological Engineering at Ohio State University and am a Registered Professional Engineer in the State of Ohio. As an Ecological Engineer, my focus is on developing designs which factor in the native ecology and utilize ecosystem services to obtain natural solutions for engineering challenges. This often means letting nature show us what functions well and learning from its natural form. My philosophy is that natural systems have been shaping the landscape and environment for millennia, we should do everything we can to learn from them and emulate their features.

I am located in Columbus Ohio where I live with my wife and our dog. Outside of work you can typically find us enjoying the outdoors in our local parks along the Olentangy and Scioto Rivers, or at one of the many breweries in town. In the warmer months we spend our weekends up on Lake Erie fishing, birding, and visiting the islands and coastal towns of the Western Basin.

Joyce Marzano

Project Manager

I joined WLS as a Project Manager after working for nearly two decades in the environmental field. My passion is seeing the landscape transform through ecosystem restoration activities and knowing the end result is a healthier place for plants, animals, and people. I enjoy working through the regulatory process and forming relationships with stakeholders along the way.

I have been interested in the natural world from an early age. I graduated with a B.S. in Environmental Geography from Ohio University, and an M.S. in Natural Resources from The Ohio State University. I worked in Chicago for ten years, then made my way back to my hometown in Ohio to raise my twins. I loved my time in the windy city, but we are grateful to be near family and in a place with so many accessible parks and green spaces. I am a Professional Wetland Scientist, and have a diverse background which includes public involvement and construction observation.

In my free time I enjoy hiking with my dog, cooking with my kids, and hosting big family dinners with my husband.
