Scarborough is a mitigation bank located in the Neuse 02 Watershed and provides stream and wetland mitigation credits to compensate for unavoidable impacts to waters of the United States authorized under Sections 401 and 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act. Additionally, the bank provides nutrient and buffer credits in accordance with the North Carolina Division of Water Resources Nutrient Offset and Consolidated Buffer Mitigation Rule.

Mitigation objectives were based on the existing resource condition and functional capacity of the watershed to improve and protect diverse aquatic resources comparable to stable headwater stream and wetland systems within the Inner Coastal Plain Physiographic Province. Our restoration provided floodplain re-connection to adjacent stream reaches, improved stream channel bedform diversity, enhanced wetland hydrology, increased native riparian buffer species and wetland vegetation, and expanded aquatic habitat and species diversity.
